Setting Up Utilities

Have you recently moved to town? First of all, welcome to our city! If you've recently moved into a house in Rock Valley, you will need to set your utilities. To set up utilities, you will need to submit a completed Utilities Application form, a copy of your ID, and a $100 deposit to the City Office.

Please note: this needs to be completed before you move in.

Utility Bill Payment Options

The City of Rock Valley offers a few different options for paying your utility bill. You can view the options below and choose the method that works best for you.

You may pay your bill at the Rock Valley City Office during regular business hours.

Accepted Payment Types:

  • Check
  • Cash
  • Card (4% processing fee applies to all card transactions)

You may drop off your payment at either of our secure locations:

  • Drop box in the front of the City Office
  • Walk-up drop box located right outside the front door
    Convenient for after-hours or weekend payments.
  • Please make sure that you provide your address or account number with your payment.

Set up free automatic payments directly from your checking account.

To enroll, you will need:

  • Completed ACH Authorization Form
  • voided check

You may also pay your bill online or set up automatic credit/debit card payments.

To create your online account:

  1. Visit https://www.paymentservicenetwork.com/Login.aspx?acc=RT20458
  2. Create an account through Payment Service Network (PSN)

Once your account is created, you can:

  • Make one-time payments
  • Pay with a card (processing fees apply)
  • Set up automatic recurring payments

Moving Away

If you've recently moved away from Rock Valley, be sure to notify the City Office. They will need the date you plan to move and a forwarding address so they can send the final bill or any remaining credit.

Questions about Billing

The City of Rock Valley bills utilities a month in advance and adjusts for water usage. The first utility bill after moving will be higher than normal as it includes the current month and the following month. If you have additional questions, please contact the City Office.
